U.S. New York State Assembly member Alex Bores proposes AI dividends, planning to distribute money when AI displaces jobs

This mechanism will be triggered when AI clearly replaces American jobs: part of the money will be sent directly to Americans, while another part will be invested in vocational training, education, and building the government’s independent regulatory capacity.

The fundraising concept has three components: imposing a low tax “token tax” on AI usage; sharing returns by holding equity in leading AI companies; and reforming the tax system to reduce incentives for companies to keep ramping up investment in scenarios of “using AI to hire fewer employees.” On the candidate’s publicly available campaign platform, Bores has already listed as a core position “taxing large AI companies and giving Americans AI dividends.”

Unlike broad talk of a universal basic income, this plan sets the trigger condition as “AI clearly replacing jobs,” and directs the funding sources directly toward AI usage and profits from AI companies. Bores previously pushed for the RAISE Act in New York State, focusing on AI safety; this time, the focus is shifted one step toward distribution. In the U.S., political debate around AI is starting to extend from “whether to regulate” to “who gets the efficiency dividend.”
