Jackson Hole arrives on Friday with a new voice at the podium. Fed Chair Warsh will deliver his first speech in the role and the market is treating it as the final major signal before the September FOMC. After earlier communication stumbles the bar is simple: does he give a clearer read on the policy path or leave the same fog that has kept rates traders guessing.
TLT on the 4-hour chart is the purest real-time scoreboard for that uncertainty. Price closed at 83.29, up a modest 0.13 percent. The 50-period EMA sits just below at 82.76 while the 200-period EMA rests overhead at 83.95. Bollinger Bands stretch from 81.16 to 83.63 with the middle line near 82.39. The most recent candles are pressing against the upper band and the SRL resistance at 83.63. Higher up, the S&R break level at 84.47 remains the next ceiling. Downside, 81.54 and 81.16 form the nearer support shelf.
RSI is at 59.04, neutral and with room in both directions. MACD has flattened near the zero line, consistent with a market that is waiting rather than trending.
The bullish case for bonds (and therefore a softer policy tone) requires a clean break and hold above 83.63. Acceptance there would open a move toward 84.47 and potentially a retest of the earlier summer highs. In that scenario the 82.76 EMA becomes the first line of defense on any pullback. A speech that leans toward patience or acknowledges cooling inflation data would support that path.
The bearish case is the opposite. Rejection at 83.63 that sends price back under the 50-period EMA at 82.76 would likely target the lower Bollinger Band at 81.16. A break of that level would bring the deeper 81.54 support into play and signal that the market is pricing a more hawkish or at least less accommodative stance. After several failed attempts to hold higher levels, another rejection would not surprise anyone.
I am treating 83.63 as the immediate pivot and 82.76 as the short-term trend filter. Until the speech lands, size stays light and the bias remains neutral. The chart has already shown multiple wicks on both sides of the range, so the reaction in the first hour after the remarks will matter more than the prepared text itself.
