The 4-hour highs are falling from 1714→1695→1680, and the lows are also moving lower—typical for a downtrend continuation. The 1650–1680 zone is where previous support was broken and turned into a resistance area, combined with 4-hour EMA suppression. If it can’t reclaim above 1700, it needs to head toward 1540.
