The report said that, according to a source familiar with the negotiations, Oman has drafted a plan to manage vessel passage through the Strait of Hormuz via two separate navigational channels managed independently. Under this agreement, which has not yet been finalized, both channels will remain open.
Among them, the southern channel that passes through Oman’s territorial waters will implement free navigation under pre-war conditions. Ships transiting via the northern channel through Iran’s territorial waters will need to obtain Iran’s approval in advance, but no passage fees will be charged under the agreement.
In addition, a diplomatic source with knowledge of the matter said that Qatar officials also participated in the related consultations held in Muscat that day. Meanwhile, regional sources disclosed that the parties attending were discussing issuing a statement that may involve fully opening the Strait of Hormuz’s “central channel” located in international waters to ensure comprehensive, free passage for vessels.
