ME News: On April 25 (UTC+8), Russian Central Bank Governor Nabiullina publicly stated that the core role of the digital ruble is to automate the supervision of state contract spending, replacing the traditional manual audit model. She clarified that the digital ruble maintains the same transparency as existing non-cash rubles, and claims about it monitoring individuals' daily payments are actually a misunderstanding. The Russian central bank made it clear that it will not force the public to open digital ruble accounts or related payment services. Adoption will be voluntary, with a plan to open the experience to the public in September this year and promote uptake through positive guidance. Previously, the Russian central bank had updated the rules for opening digital ruble accounts for businesses and individuals, laying the groundwork for subsequent full-scale application.
