Tesla Taiwan announced today (16th) that it has officially submitted the FSD (Supervised) fully autonomous assisted driving application files to the Vehicle Safety Inspection Center, marking that Tesla's FSD in Taiwan has officially entered the review process. At the same time, Tesla also announced that the one-time purchase plan for FSD will cease sales in Taiwan on June 30, and from July 1, the system will fully transition to a subscription model.

Review progress from "not yet submitted" to official submission

Looking back to June 10, during a discussion meeting with legislator Ge Rujun, the Ministry of Transportation, and the Vehicle Safety Inspection Center, the confirmed status was still "Tesla applying, but not yet officially submitted." In less than a week, Tesla Taiwan completed the submission, and subsequent review stages will proceed through the Technical Committee, Ministry approval, and road testing.

Previously, the Ministry of Transportation and the Vehicle Safety Inspection Center clearly stated that if FSD (Supervised) remains at SAE Level 2 assisted driving, Taiwan's current regulations do not require prior approval for Level 3 or higher autonomous driving modifications, and it can still be processed under the "New Technology Driving System" inspection mechanism. Level 2's core is that the driver must monitor at all times and bear driving responsibilities, which is fundamentally different from Robotaxi or Level 4 driverless commercial operations.

Three review stages: Technical Committee, Ministry approval, Road testing

According to the process revealed in previous meetings, after the manufacturer officially submits, the Vehicle Safety Inspection Center will first verify the completeness of the data, then convene the Technical Committee within 2 to 4 weeks to review the application files and road test plans. If the initial review results are feasible, the center will report to the Ministry for approval, which generally takes about 2 weeks. After approval, road testing will commence. Once road testing is completed, the manufacturer must submit testing data and results for further review by the Technical Committee.

In other words, even if Tesla has completed the submission, FSD will not immediately be available to Taiwanese owners; the actual deployment depends on the review progress at each stage. Compared to the Chinese market, Tesla's FSD has already begun road testing in some cities earlier this year, and in March, it pushed city street autonomous assisted driving features to Chinese owners. If Taiwan proceeds according to the current process, the earliest deployment might be around late 2026 to early 2027.

Buyout system ends on June 30; HW3.0 owners can transfer for free

Tesla stated that, in line with the global transition and launch plan for FSD usage modes, the one-time purchase option for FSD will cease sales at 23:59 on June 30, 2026. Vehicles that have already opted for FSD before the deadline will retain their lifetime ownership rights; existing owners who have not yet opted in can upgrade and purchase via the Tesla App before June 30; new vehicle orders not yet delivered can also add FSD options on the order page before delivery. Starting from 0:00 on July 1, Tesla Taiwan's website and Tesla App will no longer offer the one-time FSD purchase.

For HW3.0 owners, Tesla also offers a free transfer of FSD. Vehicles already equipped with FSD and ordered before September 30, 2026, can transfer their existing FSD to a new vehicle for free. However, note that EAP Enhanced Autopilot cannot be directly transferred; owners must upgrade and opt for FSD before June 30 to qualify for the free transfer.

Estimated subscription price in Taiwan: monthly fee around 3,000 NT dollars

Tesla Taiwan has not yet announced the subscription price for FSD (Supervised). For reference, Tesla's top-tier connectivity in the US costs $9.99 per month, while in Taiwan it is NT$199 per month, roughly equivalent to 1 USD = 20 NT dollars, which is lower than the current market exchange rate of about 1 USD = 31.6 NT dollars, reflecting different pricing strategies across markets.

Using rough exchange rate estimates, US FSD subscription at $99 per month converts to about NT$3,128. If rounded to typical Taiwanese pricing, it might be around NT$2,990 to NT$3,190 per month. For owners who have already opted for EAP, upgrading to FSD in the US costs $49 per month, roughly NT$1,548, which could be around NT$1,490 to NT$1,590 per month. Actual costs will be based on official announcements from Tesla Taiwan.

Global FSD has expanded to 12 markets

Tesla stated that FSD (Supervised) is now available or under regulatory approval in 12 countries or regions, including the US, Canada, Mexico, Puerto Rico, South Korea, Australia, New Zealand, the Netherlands, Lithuania, Estonia, Denmark, and Belgium. Japan is also conducting road tests in metropolitan areas such as Tokyo, Yokohama, and Osaka.

Tesla uses a purely visual recognition system, relying on vehicle-mounted cameras and neural networks to interpret surrounding traffic, pedestrians, lane markings, signals, and road environments. According to Tesla's Vehicle Safety Report, under driver supervision, Tesla vehicles with FSD enabled have a lower accident rate than the average for typical US vehicles reported by NHTSA. For Taiwanese owners, June 30 is a key date for this announcement; vehicles already equipped with FSD are unaffected, but owners who want to retain the one-time purchase option should act within the last two weeks to complete their selection.
