I’m asking for help from friends who know what to do… In the apartment building, one of the tenants keeps taking care of a cat all the time, and one of them keeps having kittens; then they throw all of them out onto the street again. It has had another litter again, and they’ve left these little ones on the street again. I called the municipality— they said, “It’s not our business,” and that sterilization, etc. isn’t something they handle, but they said it’s a criminal matter. What should be done about this? Is there no punishment for this?
