Iranian media releases draft of 14-point US-Iran understanding memo: Is Iran the big winner or双方妥协?


Iran's Mehr News Agency recently published a purported 14-point draft (Iranian version) from negotiations with the United States, focusing on an immediate ceasefire, lifting sanctions, unfreezing funds, and paving the way for a final nuclear agreement.
Here are the main points:
1. All combat fronts (including Lebanon) immediately and permanently ceasefire.
2. The US commits to respecting Iran's sovereignty and non-interference in internal affairs.
3. Complete maritime blockade lifted within 30 days.
4. US withdraws troops from Iran's surrounding areas.
5. The Strait of Hormuz reopens according to Iran's arrangements within 30 days.
6. Suspend oil and petrochemical sanctions, allowing Iran to fully benefit financially.
7. The US and allies submit at least $300 billion for Iran's reconstruction plan.
8. Final agreement reached within 60 days based on nuclear documents, with comprehensive sanctions removal.
9. Iran reaffirms compliance with the NPT and does not produce nuclear weapons.
10. During negotiations, the US shall not increase troops or impose new sanctions.
11. Release $24 billion in frozen funds, half of which can be used before negotiations.
12. Establish an enforcement and supervision mechanism.
13. The final agreement is approved by a UN Security Council resolution.
14. Final negotiations to begin after releasing half of the funds, suspending oil sanctions, and lifting blockades.
A particularly critical point: the final agreement focuses solely on uranium enrichment disposal, sanctions removal, and economic reconstruction, explicitly excluding Iran's missile program and support for the "Axis of Resistance" from the agenda.
This draft is very favorable to Iran (reconstruction funds + missile exemption), while the US, besides gaining nuclear restrictions, regional ceasefire, and reopening the strait, seems to have made significant concessions.
The Trump team previously dismissed similar circulating content as "ridiculous" or false, emphasizing that the US is the big winner, and that the final text may be adjusted as negotiations continue.
$300 billion for reconstruction sounds like "compensation," and missile issues are kicked out of the agenda—can this agreement really be implemented?
