Senior Iranian officials said a draft memorandum with the U.S. includes a $25 billion release of frozen Iranian assets. The draft also says Iran would immediately reopen the Strait of Hormuz to commercial vessels. The U.S. would waive oil sanctions against Iran for a specified period.
