First level: Underwriting syndicate (Goldman Sachs, Morgan Stanley, Bank of America, Citigroup, J.P. Morgan)
Judges and players at the same time, holding distribution rights, and can even exchange quotas for voting shares at Tesla's shareholders' meeting.
Second level: Major institutions (BlackRock, Vanguard, etc.)
Priority in allocations, with BlackRock directly allocating $5 billion per deal, reducing retail investor quotas from 30% to just over 20%.
Third level: Wealthy retail investors (private banking/high-net-worth clients of underwriting banks)
Winning rate over 20%, with thresholds starting at $100k to $250k.
Fourth level: Ordinary American retail investors (Fidelity, E*TRADE, Robinhood, SoFi)
