ME News message: On April 20 (UTC+8), ChainCatcher reported live that Chiu Tak-keun, a member of the Hong Kong Legislative Council (Technology Innovation Sector), delivered a keynote speech at this year’s 2026 Hong Kong Web3 Carnival with the theme “Steady and Progressive Development Keeps Hong Kong at Forefront of Web3 Expansion.” He reviewed Hong Kong’s Web3 development since 2022, ranging from the licensing regime for virtual asset service providers, to pilot programs for tokenized products, to last year’s Policy Declaration 2.0 and the Securities and Futures Commission’s ASPIRe roadmap, and said that regulatory clarity is the primary condition for the industry’s development. He specifically compared the regulatory paths of the United States and Hong Kong, noting that although the U.S. has introduced key documents such as the Clarity Act, the Genius Act, and the joint statement between the SEC and the CFTC, political developments could lead to legislative delays or even reversals; in contrast, Hong Kong provides a stable, transparent, and continuous development environment in terms of product classification, legislation, and infrastructure. He also mentioned the potential threat quantum computing poses to the crypto industry, saying that it will still take at least five more years, but that the industry should prepare in cryptography—at the cryptographic level—in advance. Finally, he emphasized that Hong Kong needs more technology developers and should promote cross-jurisdictional interoperability to form a positive flywheel for product issuance, investor participation, and innovators entering the space.
