The Ministry pointed out that the current transfer market is operating chaotically, leading to multiple security hazards such as privacy leaks and uncontrolled data outflow. Some operators secretly intercept user data and resell it to other large model vendors for system training, and some transfer services cut costs by using low-end models to impersonate high-end models, resulting in biased and distorted model outputs. The Ministry advises users to choose legitimate, authorized, and compliant platforms when using transfer services, to manage keys properly, and to change credentials regularly. If any behavior that endangers national security is discovered through transfer services, reports can be made via 12339 or the Ministry of State Security platform.
