Because the other's situation is not just a concept, but a reality they have lived through before.
Therefore, people on the same path tend to feel compassion, not because they are nobler, but because they know how difficult that road is.
When you see others, you are actually seeing your past self;
When you pity others, you are essentially pitying those moments you once felt powerless to overcome.
