Beijing will lead the industrial layout for the “14th Five-Year Plan” and beyond with the “dual benchmarks” of the digital economy and the green economy, driving the deep integration of data-element–driven production-and-finance and the application of green technologies. It will focus on nurturing next-generation clusters worth trillions of yuan in areas such as new-generation information technology and biopharmaceutical/healthcare, forming industry groups worth hundreds of billions of yuan such as AI and green, low-carbon industries. It will also deploy core technologies including 6G, brain-computer interfaces, quantum, and bio-manufacturing, to enhance the internationalization level of services, modern agriculture, and financial technology services.
