Even if you can activate it, don't activate it unless you want to hold coins; otherwise, once activated, you won't even have one PAI coin. At that point, you won't be able to migrate, and you'll only be able to buy coins on the exchange to migrate. The previously activated Pioneer wallet doesn't have enough for one PAI—only 0.9 PAI—so migration isn't possible.
