The report states that the U.S. government has responded to the above written proposal, rejecting Tehran's plan and "reaffirming its hardline stance," especially on nuclear issues. Iran's proposed plan is based on a two-stage negotiation process: the first stage aims to end all front-line wars; if Iran's conditions are met, a second stage of negotiations on nuclear issues will be initiated.
