People are often more willing to fight for identity than for gain. Religion, ethnicity, gender, region, profession, and social circles—these labels quickly create a sense of belonging among strangers. True mature governance does not eliminate these identities but continuously reinforces them. Because a society obsessed with "us" and "them" finds it difficult to form truly broad alliances.
