$ETH Report: Iran Proposes Long-Term Multi-Stage Ceasefire, Unconditionally Transferring Enriched Uranium to Russia

Jin10 Data, May 18th — According to Arab satellite TV: Iran's latest proposal indicates that Iran hopes to reach a long, multi-stage ceasefire agreement. Iran demands the gradual and safe opening of the Strait of Hormuz. Iran agrees to a long-term freeze on its nuclear program, rather than complete dismantling. Iran can unconditionally transfer enriched uranium to Russia, not the United States. Additionally, Iran hopes to craft political language for the agreement to preserve its "face." At the same time, Iran wants Pakistan and Oman to play roles in any friction in the Strait of Hormuz. The proposal also shows that Iran requests economic facilitation measures as a substitute for compensation, and hopes to separate maritime routes from the complexities of nuclear issues, ultimately seeking multiple international guarantees for any possible agreement.
