What is "petition-style withdrawal"? In China, the money in the bank is nominally yours, but it doesn't mean you can freely dispose of it. You clearly just want to withdraw your own money, but you have to go through layers of explanations, repeated verifications, various approvals, and all kinds of resistance, as if begging others for charity. Especially some local banks, when you deposit money they ask where it came from, and when you withdraw money they ask what you need it for.
So depositors have gradually figured out a method called "petition-style withdrawal": directly go to a state-owned major bank like Bank of China in the provincial capital or above (small local banks can be shameless, but big banks still have to put up a front), then tell VIP customer service that you have several million yuan in other banks and are planning to transfer it over. You will find that the money that was originally stuck can suddenly be smoothly transferred out.
In China, what truly determines efficiency is often not just the rules, but who has a higher level and greater authority. Small banks can impose layers of restrictions on ordinary depositors, but when it comes to larger funds from higher-level banks, many "reviews," "risk controls," and "approvals" suddenly become flexible and efficient. So you realize that sometimes, whether you can get your money back doesn't entirely depend on you, but on who speaks for you.
