What are structural issues in a country? It can be understood this way: imagine a building that is always leaking water. If only a single pipe is cracked, that's a "local problem" and can be fixed easily; but if the entire building's piping design itself is flawed, that's a "structural problem." When a country faces structural issues, it is often very difficult to resolve them through partial repairs. The ultimate result is usually: being changed, or even being reconstructed.
