AIMPACT News, May 7 (UTC+8), Cloudflare Chief Strategy Officer Stephanie Cohen stated at the Miami Consensus 2026 conference that the Cloudflare network currently generates about 1 billion HTTP 402 responses daily (not 1 billion actual completed payments), meaning websites are indicating to AI bots that “payment is required for access,” confirming the scale of native payment needs for Agents. Additionally, Cloudflare has jointly released the “Agent Trust” framework with Visa and Experian, which links AI Agent behavior to verified real users through a “user-agent binding” mechanism, and issues trust tokens in real-time for merchants to verify the legitimacy of Agent transactions. She also pointed out that over 50% of internet traffic is now non-human, with the ratio of AI scraping and returning traffic reaching tens of thousands to one.
