ME News News, April 9 (UTC+8), Dubai Virtual Asset Regulatory Authority (VARA) released a detailed guide clarifying the structure, disclosure, and distribution standards for token issuers in the emirate. The document explains the existing VARA virtual asset issuance rules manual, dividing token issuance into three categories: the first includes fiat currency-backed virtual assets and asset-backed virtual assets; the second must be distributed through intermediaries licensed by VARA; the third consists of restricted-functionality exempt virtual assets. VARA General Counsel Ruben Bombardi stated that the framework aims to provide a more targeted regulatory pathway and legal clarity for market participants by increasing transparency around asset characteristics and risks.
