Plaintiffs holding more than $877 million in unpaid terrorism judgments against North Korea served Arbitrum DAO with a restraining notice over 30,766 ETH worth about $71.1 million that was frozen after the $292 million Kelp DAO exploit. The notice treats the frozen ether as property in which North Korea has an interest because LayerZero attributed the bridge breach to Lazarus Group. Arbitrum is voting until May 7 on sending the ETH to the DeFi United relief fund, and more than 99% of votes currently support the plan.
