With this round of Bitcoin’s surge, many people’s first reaction is “favorable legislation stimulus.” But if we look at the logic chain in full, the more accurate way to put it is: regulatory certainty itself is the biggest positive catalyst.
In the past few years, the biggest pain point for the U.S. crypto industry has not been that the technology wasn’t good enough, and it hasn’t been a lack of money either—it has been “uncertainty”: Will the SEC suddenly file a lawsuit? Are stablecoins truly legal or not? Are there legal risks in getting tokens listed on exchanges? These unresolved questions kept too much institutional capital out of the door.
Now, with the CLARITY Act advancing one step at a time, this gray zone of uncertainty shrinks by another circle. When the rules are no longer vague and compliance paths become predictable, capital that has previously been standing on the sidelines holding coins—institutions like BlackRock and MicroStrategy—gets yet another reason to enter the market.
Of course, things are not that smooth.
First, resistance from banking interest groups has not disappeared; Senator Cynthia Lummis’s line—“Opportunity knocks only once”—perfectly shows how fragile this window is.
Second, even if the bill truly passes, from passage to implementation to the actual adjustment and testing period as each regulatory body drafts and issues implementing details, there is still a practical execution “honeymoon” period in between.
Third, the SEC’s new policy framework is currently still at the administrative level; for it to truly take shape, it still needs formal legislative endorsement. But regardless, the end of this tug-of-war between Coinbase and banks marks an important turning point— the U.S. crypto industry is shifting from “a wild child being watched by regulators” to “a proper, regulated and compliant force with rules to follow.”
Whether Bitcoin can hold its ground at $80,000 may still depend in the short term on sentiment and capital flows. But once you see the big direction of this industry’s rule reshaping, you can probably understand why this positive development is different from any prior bout of speculation.
