When Bitcoin rallies like this, many people’s first reaction is “a favorable bill incentive.” But if you extend the logic chain, the more accurate way to put it is: regulatory certainty itself is the biggest positive.
In the past few years, the biggest pain point for the U.S. crypto industry has not been that the technology wasn’t good enough, and it wasn’t that there wasn’t enough money—it was “uncertainty”: Will the SEC suddenly sue? Are stablecoins actually legal or not? Are there legal risks in listing on exchanges? These lingering questions have kept too much institutional capital out of the door.
Now, with each step the 《CLARITY Act》 moves forward, that gray area of uncertainty shrinks a bit more. When the rules are no longer vague and compliance paths become predictable, capital that had been staying on the sidelines holding coins—institutions like BlackRock and MicroStrategy—has one more reason to enter the market.
Of course, it’s not that smooth sailing.
First, resistance from banking interest groups hasn’t disappeared; Senator Cynthia Lummis’s line—“Strike while the iron is hot, opportunity won’t wait”—perfectly shows how fragile this window is.
Second, even if the bill really passes, from passage to implementation to the period in which each regulator drafts and formulates its own implementing details, there is still a real execution and adjustment phase in between.
Third, the SEC’s new policy framework is currently still at the administrative level; for it to truly take shape, it needs formal legislative endorsement. But regardless, the end of this standoff between Coinbase and the banks marks an important turning point—U.S. crypto is moving from “a wild child kept under regulatory scrutiny” to “a regular army with rules to follow.”
Whether Bitcoin can hold steady at $80,000 may still depend on sentiment and liquidity in the short term. But once you can see the big direction of how the industry’s rules are being reshaped, you’ll probably understand why this positive development is different from any previous round of hype.
