With this Bitcoin rally, many people’s first reaction is "a favorable bill stimulus." But if you extend the logic chain, the more accurate way to put it is: regulatory certainty itself is the biggest positive factor.
In the past few years, the biggest pain point for the U.S. crypto industry wasn’t that the technology wasn’t good enough, and it wasn’t that there was a lack of money—it was "uncertainty"—Would the SEC suddenly file a lawsuit? Are stablecoins actually legal? Are there legal risks in getting listed on exchanges? These lingering questions kept too much institutional capital out in the cold.
Now, with the "CLARITY Act" moving forward one step at a time, this whole gray zone of uncertainty shrinks by another circle. When rules are no longer vague and compliance paths become predictable, capital that had been staying on the sidelines holding coins—institutions like BlackRock and MicroStrategy—has one more reason to enter.
Of course, it isn’t as smooth as sailing along with the wind.
First, resistance from banking interest groups has not disappeared; Senator Cynthia Lummis’s line, "Opportunity only knocks once," perfectly shows how fragile this window is.
Second, even if the bill really passes, from passage to rollout to the practical period of enforcement harmonization as each regulatory authority formulates and implements its detailed rules, there is still a real execution and adjustment phase in between.
Third, the SEC’s new policy framework is still currently confined to the administrative level; to truly lock it in, it still needs formal legislative backing. But in any case, the end of this standoff between Coinb and the banks marks an important turning point—U.S. crypto is shifting from being a "wild kid under regulation" to "a proper disciplined force with rules to follow."
Whether Bitcoin can hold firm at 80,000 dollars may still depend on sentiment and liquidity in the short term. But once you see the big direction of this industry’s rule reshaping, you can probably understand why this positive development is different from any previous round of hype.
