Arbitrum Security Council freezes KelpDAO hacker's 30,766 ETH

After extensive technical investigation and review, the Security Council determined and implemented a technical plan to transfer the funds to a secure location without affecting the state of any other chain or any Arbitrum users. As of 11:26 PM Eastern Time on April 20, the funds have been successfully moved to an intermediate frozen wallet. The original address holding the funds can no longer access these assets, and only Arbitrum management authorities can take further action to transfer these funds, which will be coordinated with relevant parties.
