The relevant departments of Tianjin City have issued a notice to optimize the city’s real estate supply and promote housing consumption. The notice proposes that each district should make full use of national fiscal, financial, and other policy tools according to local conditions, prioritize the acquisition of qualifying existing commercial housing for use as rental-type affordable housing, sale-type affordable housing, resettlement housing, dormitories, talent housing, etc., and reasonably regulate various new affordable housing projects. Encourage housing leasing enterprises and other business entities to raise funds through multiple channels and lawfully acquire existing commercial housing for rental purposes. Make good use of special bond funds to recover and acquire idle existing land. Support enterprises in promoting continuous development of real estate projects through reasonable optimization of design requirements and other methods. Under the premise of complying with relevant national policies, encourage each district to issue housing purchase or rental subsidies to various talent groups, new residents, young people, and recent university graduates, gradually solving the temporary housing difficulties of these groups. Implement national tax policies supporting residents’ housing exchanges; from January 1, 2026, to December 31, 2027, taxpayers who sell their own housing within the city and purchase a new house within one year after selling their current house in the city will be eligible for a tax refund on the personal income tax paid on the sale of their current house.
