Arbitrum Security Council freezes KelpDAO hacker's 30,766 ETH

ChainCatcher message: An Arbitrum Security Council announcement says it has taken emergency action to rescue 30,766 ETH stored at an Arbitrum One address that is associated with the KelpDAO vulnerability. With the assistance of law enforcement agencies, the Security Council identified the attacker and has consistently acted to maintain the safety and integrity of the Arbitrum community—ensuring that no Arbitrum users or applications are affected.

After extensive technical investigation and review, the Security Council determined and executed a technical plan to transfer the funds to a safe location without affecting any other chain states or Arbitrum users. As of 11:26 PM Eastern Time on April 20, the funds have been successfully transferred to an intermediate frozen wallet. The address that originally held the funds can no longer access these assets, and only the Arbitrum management entities can take further action to transfer these funds, which will be coordinated with the relevant parties.
