Arbitrum Security Council freezes KelpDAO hacker's 30,766 ETH

ChainCatcher message, Arbitrum Security Council announcement: it has taken emergency action to rescue 30,766 ETH stored in the Arbitrum One address, which is associated with the KelpDAO vulnerability. With the assistance of law enforcement agencies, the Security Council identified the attacker and has consistently ensured the safety and integrity of the Arbitrum community without affecting any Arbitrum users or applications.

After extensive technical investigation and deliberation, the Security Council determined and implemented a technical solution to transfer the funds to a safe location without affecting the state of any other chain or any Arbitrum users. As of 11:26 PM Eastern Time on 4 月 20 日, the funds have been successfully transferred to an interim frozen wallet. The original address that held the funds can no longer access these assets. Only the Arbitrum governance can take further action to transfer these funds, and this action will be coordinated with the relevant parties.
