Arbitrum @arbitrum The Security Council has urgently frozen 30,766 ETH (worth approximately $71 million) related to the $292 million attack on KelpDAO, successfully recovering about a quarter of the stolen funds.
This freeze action has sparked controversy over the centralization and governance authority of Layer 2 networks. Arbitrum emphasizes that this authority stems from the community-approved AIP-1 proposal and is executed by a 12-member multisignature Security Council (requiring 9 approvals).
The KelpDAO attack was caused by the configuration of a single-signature validator (1/1 DVN), which led to forged cross-chain messages, potentially resulting in over $300 million in bad debt for Aave. Arbitrum's intervention has made the attribution of responsibility for the incident more complex.
