Shanghai: Relying on blockchain and other technologies to build infrastructure for the development and utilization of public data, strengthening blockchain network capabilities
ME News Report, April 21 (UTC+8), the Shanghai Municipal People’s Government General Office issued the “Implementation Plan for the National Digital Economy Innovation Development Pilot Zone (Shanghai)”, which mentions strengthening the high-quality supply of public data resources, relying on technologies such as blockchain and privacy computing, to build infrastructure for public data development and utilization, and to establish mechanisms for key element on-chain certification and data traceability.
Enhance blockchain network capabilities. Deepen the construction of the National Blockchain Network (Shanghai Hub), strengthen foundational capabilities such as distributed digital identity, privacy computing, and cross-chain services; promote the building of trusted on-chain data service centers for customs, taxation, maritime affairs, and foreign exchange management, connect with key data resources of national ministries and commissions, and improve industry regulatory efficiency.
Implement the pilot tasks for the national trusted data space, and apply blockchain technology to create the Shanghai solution.
Accelerate breakthroughs in blockchain technologies such as ultra-heterogeneous fusion chips, homomorphic encryption, layered multi-chain, and cross-chain collaboration, forming a new generation of open permissioned chain technology systems and standards.
Strengthen the application of blockchain infrastructure in cross-border RMB clearing and settlement scenarios.
Promote Shanghai’s exploration results in “Blockchain + AI” empowering financial risk prevention and control, integrating into national-level financial technology innovation regulatory tools.
Focusing on industries such as data, blockchain, and artificial intelligence, coordinate the construction of the Yangtze River Delta innovative leading digital industry clusters, and develop several regional pillar and characteristic digital industry clusters.
Support Pudong New Area to focus on pioneering data infrastructure systems, Xuhui District to focus on blockchain and AI technology collaboration, Yangpu District to focus on platform enterprise data application empowerment, and Putuo District to focus on the linkage of data industries along the Shanghai-Nanjing corridor, implementing the pilot construction tasks for national data industry clusters.
Rely on local universities in Shanghai to establish blockchain colleges, creating a new model for industry-education integration talent training in blockchain.
Amend the “Regulations on Promoting the Use of Blockchain for Electronic Documents in Pudong New Area of Shanghai,” with a focus on strengthening the effectiveness of electronic documents and deepening multi-scenario electronic document applications.
Amend the “Shanghai Data Regulations,” emphasizing the promotion of data property rights practices, consolidating blockchain digital infrastructure, and cultivating the data industry.
Explore special legislation in Pudong New Area to promote the innovative development of the digital economy.
