ME News Report, April 20 (UTC+8), ChainCatcher report from the scene, Hong Kong Legislative Council member (Tech Innovation Sector) Chiu Tak-keun delivered a keynote speech at the 2026 Hong Kong Web3 Carnival titled “Steady and Progressive Development Keeps Hong Kong at Forefront of Web3 Expansion.” He reviewed the development of Hong Kong Web3 since 2022, from the virtual asset service provider licensing regime, tokenization product pilots, to last year’s Policy Declaration 2.0 and the Securities and Futures Commission’s ASPIRe roadmap, emphasizing that regulatory clarity is the primary condition for industry growth. He specifically compared the regulatory paths of the US and Hong Kong, noting that although the US has introduced important documents like the Clarity Act, Genius Act, and a joint statement from the SEC and CFTC, political instability could lead to legislative delays or reversals; in contrast, Hong Kong offers a stable, transparent, and continuous development environment in product classification, legislation, and infrastructure. He also mentioned the potential threat of quantum computing to the crypto industry, believing it will take at least five years, but industry players should prepare cryptographically in advance. Finally, he stressed that Hong Kong needs more tech developers and should promote cross-jurisdictional connectivity to create a positive flywheel for product issuance, investor participation, and innovation.
