The real problem goes way deeper than just administrative oversight. There's a systemic issue baked into how records get maintained—or more accurately, how they don't get maintained. When you've got outdated, unreliable data across government systems, fraud becomes almost invisible. The resistance to fixing these record-keeping problems? That's not random. Once you clean up one dataset, the whole network of issues starts falling apart. It's easier to leave chaos in place than to expose the full scope of what's actually happening.
