The price has fallen from 1.538 to around 1.218, a deep enough drop that demand for a rebound is indeed increasing. But oversold describes a condition, not a conclusion. Until the structure stops weakening, I wouldn't call an oversold market a bottom.

Does a high funding rate mean the market is bound to fall?
Not necessarily.
A high funding rate may indicate crowded longs and rising holding costs, but it isn't a reversal signal. A negative funding rate likewise doesn't guarantee a rebound.
Combining price action, open interest, and spot trading volume gives you a more comprehensive understanding of the market.
