#Gate广场中秋团圆局 #CLARITY法案关键投票在即
If the CLARITY Act passes the procedural vote on September 15, I would expect the crypto market's initial reaction to be "risk-on," even though passage of the bill is not guaranteed.
The critical point is that 60 votes are required in the Senate; therefore, the 53 seats held by Republicans mean that at least 7 Democrats must join them. Significant ethical and regulatory concessions have been added to the revised bill, yet disagreements regarding stablecoin rewards and DeFi persist.
Potential market impacts
* BTC: Likely a positive but relatively limited reaction. Bitcoin benefits from the general signal that the US is moving toward a predictable crypto framework; however, the bill relates more directly to market structure than to Bitcoin's fundamental dynamics.
* ETH: Could potentially react more strongly than BTC. Clearer rules on whether tokens are securities or commodities, along with increased CFTC involvement, could reduce regulatory uncertainty surrounding Ethereum and other major networks.
* XRP / SOL / potentially other "security-like" assets: These could see the largest immediate percentage moves, as regulatory classification accounts for a much larger share of the valuation risk for these assets. For instance, XRP has already responded positively to recent political developments.
* Crypto exchanges and brokerages: Likely winners. Clarifying the division of authority between the SEC and the CFTC could reduce the regulatory uncertainty that constrains US crypto businesses.
* Stablecoins: The situation is more complex. If the final legislation permits attractive stablecoin rewards or yields, it could signal a bullish trend for stablecoin adoption and DeFi. Conversely, while restrictions might benefit traditional banks, they could limit certain crypto business models.
* DeFi: Highly sensitive to the final text. The latest draft extends the CFTC's oversight authority to specific protocols that are controlled or not truly decentralized; therefore, the "passage of CLARITY" does not automatically imply a bullish outlook for every DeFi token.
The broader signal
I distinguish between "progress" (passing the vote) and "enactment" (final adoption).
A vote of 60+ today → bullish signal: This demonstrates bipartisan support and keeps the path to federal crypto legislation alive. It could trigger a relief rally, particularly among altcoins most affected by regulatory uncertainty in the US.
Failure today → initially a bearish signal: Markets might price in a prolonged period of regulatory uncertainty. Some analysts have warned that failure could push comprehensive crypto legislation to a much later date. However, even a successful procedural vote would not eliminate fundamental uncertainty, as stages such as the House process, final Senate negotiations, stablecoin regulations, ethics rules, and the President's signature still lie ahead. My market outlook is as follows: If the 60-vote threshold is surpassed in the vote, I expect the strongest reaction to be seen in US-focused altcoins, exchanges, and crypto-sector stocks, followed by ETH, while BTC would benefit to a more limited extent. If the vote fails, the downward movement—particularly in altcoins sensitive to regulation—could be far more severe.
Another important point is that the balance of probabilities has already begun to shift; following recent ethical concessions, the odds in prediction markets have risen from the 25% level mentioned in your article to around 30%.
