China’s AI regulation continues to tighten further: overseas users can only call models and cannot download model weights

ME News, July 21 (UTC+8), according to the Beating monitoring, China’s export controls on AI technology may be further expanded. After earlier discussions about limiting overseas access to frontier models, the Ministry of Commerce has also solicited comments from companies such as Alibaba, ByteDance, and Zhipu, involving the export of key training data and overseas downloading of model weights. Overseas users may still be able to call Chinese models online, but may not necessarily download the weights, deploy them locally, or modify them. This is more specific than a blanket restriction on model access, and could directly weaken the overseas spread of China’s open-weight models. China’s regulators are also studying limits on Chinese companies outsourcing the design of advanced chips to overseas foundries, or jointly developing them with overseas firms. The discussions involve Huawei, Alibaba, and ByteDance’s chip designs, as well as overseas partners such as TSMC. Related measures may be added to the next version of the “China Prohibited Export / Restricted Export Technology Catalog.” The plan is still under discussion, and technology companies worry that overly strict restrictions could slow down China’s domestic AI R&D and global expansion.
