Hyperliquid said HIP-4 (Outcome Markets) will first be deployed on the testnet in the upcoming upgrade, and ultimately support permissionless deployment. Deployers must stake 500k HYPE and may be penalized or have funds confiscated if the market definition is unclear or settlement is incorrect. Validators will determine standardized market templates via voting; deployers can create prediction markets based on the templates and set a fee split of up to 50%. The official said the number of events that prediction markets can trade far exceeds spot and perpetual contracts, and is an important direction for the long-term growth of Outcome Markets.
