Deep Tide TechFlow news: On July 18, Pan Xiaogang, deputy director of the State-owned Assets Supervision and Administration Commission of the State Council, said at the China Telecom Artificial Intelligence Ecology Forum during WAIC2026: “State-owned central enterprises and their enterprises under the State Council should closely follow the frontiers of the industry, continuously iterate on foundational large models, tackle fundamental algorithms, develop Physical AI, intelligent computing chips, quantum communication and other original technologies, adhere to ‘state-owned enterprise models, state-owned chips, and state-owned use’, and improve an end-to-end independent ecosystem across software and hardware.”

According to the briefing, the State-owned Assets Supervision and Administration Commission of the State Council has further deepened the special “AI+” initiative for central enterprises, issued targeted support policies, and for three consecutive years carried out tiered and level-based talent training. It has driven central enterprises to cultivate more than 1,200 scenarios in open key industries, actively adapted to domestically made chips across all categories, put into operation five ten-thousand-card computing clusters, and accelerated empowerment for thousands of industries.

Pan Xiaogang said that state-owned central enterprises should increase investment efforts, expand the size of their self-built and supervised intelligent computing resources, improve cross-domain heterogeneous computing scheduling capabilities, and speed up the promotion of coordinated computing and direct connections to green electricity, while providing compute services externally for inclusive applications.
