The United States launches an anti-circumvention investigation into crystalline silicon solar cells

Golden Finance reported that on July 13, 2026, the United States initiated an anti-circumvention investigation into crystalline silicon photovoltaic cells originating from China (whether or not assembled into modules), in an application submitted by U.S. domestic companies FirstSolar, Inc., HanwhaQCELLSUSA Inc., TalonPV, SwiftSolar, GreatLakesSolexPR, LLC, DYCMPower, LLC, Suniva Inc., and SilfabSolar Inc., to examine whether there are the following two types of circumvention of U.S. anti-dumping and countervailing duty orders: (1) Chinese-origin parts complete the assembly of photovoltaic cells and modules in Ethiopia and are then exported from Ethiopia to the United States; (2) after Chinese-origin parts complete assembly of photovoltaic cells in Ethiopia, they are exported to Vietnam, where module assembly is completed, and then exported to the United States via Vietnam. On February 1, 2024, the U.S. Department of Commerce initiated a second anti-dumping and countervailing duty sunset review investigation for crystalline silicon photovoltaic cells imported from China. On June 7, 2024, the U.S. Department of Commerce issued the final determination for the second countervailing duty fast sunset review for crystalline silicon photovoltaic cells imported from China.
