The General Offices of the CPC Central Committee and the State Council have issued an opinion on improving the institutional system for managing natural resource assets. It noted the need to promote efficient allocation of natural resource assets, and to improve the market systems and rules for natural resource assets. It calls for deepening reforms of the paid-use system for natural resource assets, and establishing in accordance with law and regulations robust allocation rules for natural resource assets, including transfer by allocation, grant by assignment, leasing, contribution in exchange for shares (equity subscription), joint operation, and contracting operations. It also calls for improving related natural resource asset allocation contracts, clarifying the rights, obligations, and responsibilities of all parties, and implementing full-lifecycle management. Efforts should be made to explore establishing a paid-use system for state-owned farmland. Competitively bid grants for mining rights should be advanced in an all-round way, and contract-based grants should be strictly controlled. The proportion of market-oriented allocation for sea area use rights should be gradually increased. Water-use rights trading markets should be fostered and regulated. Rules for grading and valuation of natural resource assets should be formulated in accordance with law and regulations, and a natural resource asset pricing system should be improved. The trading mechanisms for natural resource assets should be improved, market dynamic monitoring and regulation should be strengthened, a market credit system should be established, and the market order for natural resource assets should be maintained.
