According to Beating monitoring, Jeffrey Kessler, the deputy assistant secretary at the U.S. Department of Commerce in charge of export controls, confirmed that a small number of Nvidia H200 have been licensed and delivered to China. After the U.S. cleared H200 last December, actual shipments have already begun. Kessler did not disclose the quantity or the buyers, only saying that the shipment scale is “insignificant.” Each license must verify the buyer, the intended use, and the chip performance, and it is strictly prohibited for the chips to be supplied to projects related to military and nuclear, missiles, or biological and chemical weapons. Although the U.S. has opened an export channel for H200 to China, deliveries currently remain symbolic in scale. It is still a long way from large-scale sales.
