The bill needs enough Democratic votes to overcome the Senate’s 60-vote threshold, but the core dispute is whether it would bar senior officials from participating in the crypto industry. In 2025, Trump profited more than $1 billion from crypto-related activities, making it the focal point of the opposition. So far, both sides have not reached a compromise on the ethics provisions.
