The EU has sanctioned Stern, described as the “most active ransomware operator in history,” for involvement in over $300 million in ransom flows

Golden Finance reported that on July 15, the United States, the European Union, and the UK jointly announced sanctions on a batch of parties involved with state-level hacking groups, cybercrime syndicates, and their infrastructure providers. The targeted entities were accused of collectively causing losses worth tens of billions of dollars to global enterprises, critical infrastructure, and government agencies. Of the most attention is the EU’s sanctions against Vitaly Nikolayevich Kovalev, a Russian national known by the alias “Stern.”
The EU determined that Stern is one of the core managers of the notorious Trickbot Group ransomware operation. The group includes multiple high-risk ransomware variants under its umbrella, such as Conti ransomware and Ryuk. On-chain analysis shows that wallet addresses linked to Stern have cumulatively received more than $300 million in ransom payments, which may make him the “largest-scale ransomware operator” confirmed to date. According to the analysis, the $300 million figure represents only the revenue personally obtained by Stern; the overall illegal income of the Trickbot group may be far higher than this.
On-chain fund flow indicates that Stern had transaction links with multiple ransomware ecosystems, including Ryuk, Conti, Diavol, Karakurt, Royal, Quantum, and others. Investigations show that within the Trickbot organization, Stern played a role similar to a “CEO,” responsible for budget management, personnel recruitment, infrastructure procurement, and the formulation of attack plans.
