The United States' June inflation rate came in at 3.5%, slowing faster than expected, easing pressure for the Federal Reserve to keep raising rates, and major US stocks generally stabilized in the early part of Tuesday. International Business Machines (IBM) reported sales worse than expected; its share price once plunged 26%, the biggest drop since at least 1968, but was still down 24% in the middle of the session.
