Both sides believe that stablecoins used as money should be supported in full at least at a 1:1 ratio by high-quality liquid assets; the reserve assets must be segregated from the issuer’s own funds, and holders’ timely redemption must be ensured. If the issuer enters bankruptcy, restructuring, or liquidation proceedings, holders should have clear, protected legal claim rights to the reserve assets that rank ahead of other creditors.
