BREAKING: NEAR governance passed HSP-027 on July 8 to eliminate the 30% developer gas rebate, redirecting all network gas fees to token burns instead of partial rebates to smart-contract owners.
The change shifts NEAR's fee structure from a developer incentive model to pure deflationary mechanics. Implementation expected around August 2026 with nearcore v2.14 release.
