Waller’s move this time is kind of interesting—releasing a dot-matrix image the next day gives the market more time to digest it and reduces same-day volatility; older traders should probably like it.

FOMC internal views were never unified in the first place, so his “preemptive” comment up front is probably also meant to prevent the market from misunderstanding it.
