On July 13, foreign media reported that the controversial decision to postpone the suspension of U.S. forward Barrogon was made entirely by FIFA Disciplinary Committee chair Mohammed Kaimili alone.
It is understood that none of the other 17 members of the committee participated in the deliberation of the case. The Times reported: The ruling runs counter to the established practice in all previous World Cup disciplinary cases—in the past, players who received a red card would have their suspensions automatically enforced. Kaimili’s decision sparked widespread outrage, with UEFA calling it “unprecedented, baffling, and without any grounds.”
U.S. President Trump claimed that lifting the ban was his doing, saying that he had called FIFA president Gianni Infantino about the red card.
Infantino admitted that the call was real, but emphasized that he had clearly told Trump that this case would be handled by an “independent judicial body,” adding that “the relevant authorities will make a ruling at an appropriate time.”
Many of FIFA’s earlier disciplinary cases were also decided by a single committee member—typically the vice president, the Colombian Jorge Palacio. However, based on the decision outcomes from more than 100 previously published cases, it shows that Chair Kaimili had never previously served as the sole decision-maker. More serious cases are usually reviewed jointly and decided by three committee members.
In addition, FIFA refused to disclose the written reasons for its decision in Barrogon’s case, which drew widespread questioning from veteran figures in the football world and further intensified the transparency crisis surrounding the case.
