The National Flood Control Office dispatched additional working groups to Hebei, Liaoning, and Jilin to provide guidance on flood prevention work.

On the morning of July 12, the National Commission for Disaster Reduction Office and the Ministry of Emergency Management continued to organize joint consultations with the China Meteorological Administration, the Ministry of Water Resources, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Industry and Information Technology, the Ministry of Transport, and other departments. They assessed the development trends of Typhoon “Bavi” and heavy rainfall, and deployed flood- and typhoon-prevention work in key areas. The National Commission for Disaster Reduction launched a national flood-control emergency response at Level IV for Shandong on July 12. It would adjust the emergency flood-control and typhoon-prevention responses for Zhejiang, Fujian, Beijing, Tianjin, and Guangxi as appropriate, and send three additional working groups to Hebei, Liaoning, and Jilin to assist and guide local flood-control work.
